This is a new feature, which we have had on the list of things to-do, for quite sometime. Slowly we intend to improve a number of our early product by  repositioning buildings, trees, all of these are visual changes and do not effect the route data-base. SO THEY CAN BE ADDED AT ANY TIME. A Service Patch falls into one of two category NON CRITICAL or CRITICAL  Non-critical does not effect the track-database and critical does. When the database changes all changes need to reflect WORLD and or TILES changes. Hence the need for those changes to be sequential.
